1 kid doesn't count for carpool lane

Sorry, but the point of a carpool lane is to remove at least one driver from the road. If you have just the driver and one kid in the car, you are obviously not removing a driver from the road, and shouldn't be allowed to drive in the carpool lane.

If you have two kids in the car, you could say that you're driving your kid and someone else's, and are carpooling, so at that point you can use the lane.
