Could be modeled off the successful ones in many other cities around the world--public and/or private support. Very encouraging news from places such as Paris, Brisbane, Washington, D.C., etc. NYC is just about to launch one, too, using a consultant that does/did work for LA planning. Perhaps using a neighborhood-by-neighborhood approach would work for city as large as LA?
