Shift parking throughout LA from metered street spots to a new generation of well-designed parking structures in order to clear lanes for bicycles and mass transit. Make the new parking structures plentiful, convenient, affordable, and easy to use. This would seem to be a relatively cost-effective way to provide infrastructure for much-needed alternative modes of transport, and it would make streets safer and more efficient for everyone.
