More Accurate Road User Pricing

Resource consumption, especially for the general public, incurs costs. We pay for telephone service (mobile or otherwise), utilities, property (mortgages, rent, etc), and, of course, public transit. What about private automobiles? Some may know the concept of "congestion pricing", and it already has been implemented on SR-91, among other network highways via Fastrak transponders. Yet, even that program is limited to specific segments. How about a comprehensive network of variable roadway pricing, to more accurately capture the true costs of perpetual automobile use in the City?

As roadway demand surges, tolls could rise for users adding to overburdened routes. Managing marginal costs of each additional auto on the roadway could facilitate more balanced transport supply and demand levels and reduce congestion. Besides, the current federal gas tax is hardly covering roadway maintenance costs, so this could potentially boost infrastructural maintenance revenues.

I-405, I-10, portions of US 101, and even some major arterials (i.e., Wilshire, Sepulveda) could benefit. Future development in downtown will also inevitably generate greater trip demand. Peak hour, variable tolls might be yet another option to enhance Citywide mobility, and supplement increasing desire for alternative mode preferences.
