Currently, the Metro is being planned with Union Station as a hub. Hubs are a great idea in many cities, where people are generally travelling into the center from the suburbs. But having to go all the way to Downtown to transfer to a different rail line, say Gold to Red, is inconvenient in LA, since everything is so decentralized. In the future, Metro should try to connect the existing "dots" of major neighborhoods rather than simply building lines out of Downtown.
