In San Fransisco, there is little parking, forcing people to use public transportation and actually interact with the city. SF also happens to be much nicer then L.A. Coincidence? I think not. In L.A. there is a ton of parking, mostly because it is required to be. Make it so there is a maximum amount of parking spaces for new developments, not a minimum. Already, the minimum is more then the amount of new unites, which is way too much.
