Currently, the City requires minimum numbers of parking spaces for most kinds of real estate development. UCLA Professor Donald Shoup has shown that these rules are unnecessary, drive up the cost of housing, and force non-drivers to help pay for the parking of people who drive. The result is more traffic, more pollution, a more spread out city that makes it harder to walk and bike, and less affordable housing. Don't be afraid to put up parking meters where there are parking shortages. Use the meter money to fund projects in the local area where it is collected.
