Los Angeles encourages driving by making that the fastest and most convenient way to get somewhere within the city. 40% of trips made by car in Los Angeles are 3 miles or less. If most of these short trips were replaced by walking or bicycling, then less money would be required to maintain the roadways. Since Los Angeles is about $1 billion behind in road maintenance by decades of inadequate funding, then decrease the number of vehicle trips to increase the longevity of the roads and to decrease the annual cost for roadway maintenance.
