Freeways cut off neighborhoods, and most undepasses are unpleasant to walk through. They're often dirty and poorly lit. Install more lights and plant more foliage to make underpasses feel safer and easier to keep clean -- e.g., ivy on the walls prevents grafitti. The divide between developed LA Live and the working class neighborhood to the west is underscored by the bleak walk through that underpass. http://g.co/maps/urj Another candidate is the 10 underpass on National. To encourage use of the Expo Line station at National upon completion of Phase 2, that underpass should be improved and made inviting for transit users walking east to west to arrive at the station. http://g.co/maps/87w
