OPR has removed auto level of service from Appendix G of the CEQA guidelines. If auto level of service, including any HCM method, as a distinct method within MMLOS, or CMA from TRB Circular 212, makes it through to this phase of the Element, please include a detailed defense of its applicability to Los Angeles, the environmental consequences of the discretionary action to select auto LOS, and the social and environmental justice consequences of auto-LOS. Thank you.
