Remove unnecessary streets, or convert side streets so that they can be used for other purposes. For example, if everyone on a street has access and a driveway to their house from an alley behind the house, the street could be either converted to a bike path, completely removed, or turned into a one-way street, and half the street could be turned into a park or something similar. This could also save the city millions long term, as there are a ton of side streets in Los Angeles. EDIT: The link I attached is an example of how to implement this idea (in this case, all the streets have driveways except a tiny stub). The arrows are the direction of possible one way streets, green lines are bikeways (both directions, the arrows can confuse), and red lines are roads closed to motorized vehicles. I hope this makes the plan a little clearer (btw, parks can obviously be added to one way streets or around bikeways, as the street width changes).
