A combination of bus lane and congestion pricing (both at peak hours) would probably go a long way here. Lots of busses go through here already; we just need to get more people on them. This requires moving them faster (bus lane, preference at lights, etc.) and incentivizing drivers to take the bus instead (congestion pricing).
