At least not on major streets. It's crazy, you're sitting at red light after red light at 2am, waiting for the light to change, while not a car or pedestrian is in sight. If you're on a major street, like Vermont Ave, and you are crossing a minor street like say Finley, you should have a green light that you can breeze through. If you're on Finley hitting Vermont on the other hand, you should hit a blinking red light, which means you stop, look both ways, and go. You don't have to sit and wait and wait for Vermont to turn red and Finley to turn green. So after midnight, if this were implemented somewhat widely, we'd take more major streets like mini-highways to get where we're going, and rarely stop for more than a few seconds. This would save a lot of time and gas. When two streets are equal (Hollywood and Western), then you have to stop as usual and take turns. But you shouldn't have to stop for more minor streets.
