Pedestrian foot bridges for major traffic thoroughfares

Even if there were major changes in crosswalks and pedestrian right-of-way safety, there will still be a number of streets that are too difficult and unsafe to cross. For these streets it seems warranted to build pedestrian (and bike?)-friendly bridges.

In my neck of the LA basin the intersections that would benefit from these structures include Arroyo Parkway/California and Arroyo Parkway/Del Mar. There has already been extensive build up of the pedestrian crossing areas, but the crossing lights are too short, the traffic is too heavy, and the traffic lights are thrown into chaos when the Gold Line passes in parallel to the Arroyo Parkway Blvd. I've found these two intersections to be by far the most dangerous and scary for pedestrians in Pasadena.

I would be happy to let the cars have it if we had a foot-bridge to circumvent it.
