Currently, state (?) law requires that many streets' speed limit be set to meet the speed that the 85th percentile of cars that drive on it reach. Almost always, this means that speed limits are raised to meet the new speed set by people breaking the current limit. This rule should be overturned or perhaps a local exemption could be achieved. In what other area to we set rules based on the number of people who break the current rule? Speed limits should be determined by local conditions, transportation planners, local communities and other affected groups, not by people who flout laws and put others at risk.
