The Aqua=Terra USA, California, and other T.W.I.N.S. (Trans-Web Infrastructure Network System) Projects entail the establishment of a network of land-based (Terra) Bypass Stations across California, the USA and all global regions and eventually will connect to an oceanic (Aqua) Bypass Stations network that will link up with the land-based Terra system.
The Bypass Stations are all to be interconnected sub-ground by an advanced (350-4,000+ mph) tube transport system.

For purpose of this writing, it is strongly suggested that we view the larger economic and social picture beyond just the City of Los Angeles since the trend of many businesses in Los Angeles and other US locations are focused on global activities. Therefore, any transport system must be advanced in nature and established as a single-standard system, like the internet is. The idea for Los Angeles and all Counties in California is to connect them all with the California T.W.I.N.S. project which suggests the establishment of three (San Diego, Sacramento, and Northern California) Terra Bypass Stations that would be linked sub- ground along the central corridor (North-South) of California, fanning-out from the central corridor and connecting to smaller T-Portals at each California county (map available). Once Terra and T-Portals are established in each county, each county will be able to expand from these initial Bypass Stations to any city within the county, thus creating a sub-ground trans-web that will be silent, very fast, safer then conventional systems, create mass employment for the very long term, and many other benefits too long to list here.

Now, for purpose of Los Angeles and the entire California coastline, it is suggested that we build an offshore floating Aqua Station as an Oceanic Port to receive and disburse cargo from ships and cruise lines landing at this off-shore port to ALL California Ports. The benefits of an off-shore Port are substantial and bring many benefits.
