Allow business/property owners to petition to convert on street car parking spaces to bicycle parking "corrals". There are many neighborhoods in this city where small businesses could set up, except for the restriction created by minimum parking requirements. For a neighborhood business that relies on foot and bicycle traffic, the parking requirement is unnecessarily restrictive. An example is Rose Avenue in Venice, a street which is zoned for commercial use, but where the parking requirements take up most of the small lots, leaving very little space for the commercial, or any other use. The new small businesses on Rose Avenue have had to be very creative, sometimes pushing the boundaries of what is technically allowed, but creating a wonderful neighborhood business all the same.
