If you build the parking, the cars will come. If you don't build the parking, the cars will come, not find any place to park, then decide that they are not wanted any more and go somewhere else. If a property owner or business owner wants to accommodate people with cars, because their business depends on it, they will build as much parking as they think is appropriate. A business owner who wants to rely on customers who use other forms of transit can save the money and spend it on other things. They better make sure that their customers can get to their business using other forms of transportation. This does mean that there can be no free on-street parking. If you want to make use of the public commons for the storage of your personal vehicle, you will have to compensate the broader public for your private use of a public benefit.
