Certain side streets, selected in coordination with the Bike Backbone Plan, should have their speed limits lowered from 30/35 to 20 mph. This would decrease their attractiveness to drivers of private automobiles while increasing their attractiveness to other users. The current transportation status quo evolved through a combination of carrots for the private auto (e.g., subsidies for gasoline production, subsidies for car parking, zoning laws requiring large proportions of car parking) and sticks against alternatives (e.g., design of streets primarily for cars, deliberate corporate conspiracy against former streetcar system). The transformation of our current system will similarly need carrots for transportation alternatives (e.g., subsidies for public transportation and bike infrastructure) and sticks, or disincentives against car travel (e.g., slow side streets, elimination of subsidies for gasoline production). |
